The palace was built in 1848 and belonged to a large Taganrog homeowner N.D. Alferaki. The building was designed by architect and Professor of the St. Petersburg Academy of Arts Andrei Ivanovich Shtakenshneider.
The monument of the Russian Emperor Alexander I was created by sculptor I.P. Martos and architect A.I. Melnikov; it was installed in Taganrog in 1831.
