Good condition, dark patina, minor scratches. Very rare.
It was established on December 17, 1876 by a personal decree of Emperor Alexander II, announced to the Senate by the Minister of Internal Affairs A.E. Timashev "with the intent of attracting people to join the police and fire brigades and keeping those in the service who are knowledgeable, trustworthy and morally meet the requirements of the police service." The medal was awarded to the lower ranks of the police and fire brigades for impeccable service in office for at least 5 years; those who then served for at least another 5 years received the right to wear a medal even after their dismissal from the force. During the reign of Emperor Nicholas II, an average of 2,000 such medals were issued annually from the Chapter of Orders.
