Established on December 3, 1887 by order of Emperor Alexander III. The medal was awarded to all ranks of the prison guard (except for the female wardens) for flawless continuous service at their position for at least 5 years; those who then continuously served for at least 5 more years received the right to wear medals even after their dismissal from the prison guard. During the reign of Emperor Nicholas II, an average of 350-400 such medals were issued annually from the Chapter of Orders.
